REGLAMENTO
26º FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA
Del 5 al 13 de noviembre de 2011

ARTÍCULO 1º
El Instituto Nacional de Cine y Artes Audiovisuales participa conjuntamente con la Provincia de Buenos Aires y la Municipalidad de General Pueyrredón; y tienen a su cargo la organización y desarrollo de la vigésima sexta edición del Festival Internacional de Cine de Mar del Plata. Está reconocido con categoría A por la Fédération International des Associations des Producteurs de Films (FIAPF). El objetivo a cumplir por parte del Festival en su carácter internacional es presentar una sustancial y enriquecida cantidad de filmes extranjeros de largometraje acompañados por sus correspondientes representantes, y de esta forma contribuir con el desarrollo de la cultura y con el progreso de la industria cinematográfica mundial y con su difusión en América Latina. Por otra parte se propone ser la base de lanzamiento de la industria cinematográfica local que, tras más de un siglo de historia, apunta a su renovación artística y técnica.

ARTÍCULO 2º 
La 26º edición del Festival Internacional de Cine de Mar del Plata se llevará a cabo entre el 5 y el 13 de noviembre de 2011 e incluirá la Competencia Internacional de largometrajes, la Competencia Latinoamericana de largometrajes y cortometrajes, la Competencia Argentina de largometrajes y cortometrajes, y el Work in Progress para producciones argentinas; además de distintas secciones paralelas y retrospectivas.

ARTÍCULO 3º
La inscripción al festival está abierta para películas nacionales e internacionales; de largo, medio y cortometraje; películas de ficción, documentales y experimentales. Las producciones deben haber sido terminadas después del 1 de noviembre de 2010. 

ARTÍCULO 4º
Para presentar un film a la selección del Festival es necesario completar los pasos detallados a continuación:

a) Completar Ficha de Inscripción online

c) Los gastos de envío, exportación e importación de los videos y copias para su selección y participación están a cargo de sus dueños

d) Los DVDs que se envían al Festival para postular a ser seleccionados no serán devueltos. La inscripción cierra el 31 de agosto y el material deberá ser presentado personalmente en el horario de 10 a 19 hs o enviado por correo a las oficinas del Festival Internacional de Cine de Mar del Plata sitas en Hipólito Yrigoyen 1225 – Piso 3 C 1085ABO – Ciudad Autónoma de Buenos Aires.

ARTÍCULO 5º
El Comité de Selección recomendará al Presidente del Festival los filmes que a entender de sus integrantes responden al objetivo del Festival y revisten excelsos y renovadores valores artísticos, a fin de conformar una Sección Oficial compatible con los requerimientos de un Festival Internacional Competitivo acreditado por la Fédération International des Associations des Producteurs de Films (FIAPF)

ARTÍCULO 6º
Competencia Internacional.

Participan películas nacionales e internacionales de largometraje, documentales y de ficción. Producidas en 35mm o en HD, presentando obligatoriamente subtítulos en inglés. Deben haber sido terminadas después de noviembre de 2010 y no haber tenido exhibición pública en Argentina.

Los filmes que hayan competido en Festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidados para integrar la Competencia Internacional. Se otorgarán los siguientes premios: al mejor largometraje, al mejor director, a la mejor actriz, al mejor actor y al mejor guión.

El Jurado otorgará eventualmente el Premio Especial del Jurado y hasta dos menciones especiales, debiendo indicar la motivación que los hace merecedores de los mismos. Podrá otorgarse un solo premio ex-aequo, excepto para mejor película. Ningún film podrá recibir más de dos premios, así como ningún premio podrá ser declarado desierto.

ARTÍCULO 7º
Competencia Latinoamericana de largometrajes.

Las películas presentadas al Comité de Selección para participar en la Competencia Latinoamericana, deberán reunir las siguientes condiciones:

a) Haber sido terminadas después de noviembre de 2010 en 35mm o  video. 

b) Ser estreno en el territorio de la República Argentina.

c) No podrán ser exhibidas en otro ámbito que en el marco del Festival, hasta la finalización del mismo.

d) Las copias a proyectarse deben tener obligatoriamente subtítulos en inglés.

Se otorgará el premio a la mejor película de la Competencia Latinoamericana. El premio consiste en el tiraje de tres (3) copias en 35mm o su equivalente en dinero. Los productores y distribuidores de la película premiada se comprometen a mencionar en toda publicidad y material de prensa, la frase "Premio Ventana Sur Mejor película de la Competencia Latinoamericana - Festival Internacional de Cine de Mar del Plata", incluyendo el logotipo del mismo.

ARTÍCULO 8º
Competencia Argentina de largometrajes en video.

Las películas presentadas al Comité de Selección para participar en la Competencia Argentina, deberán reunir las siguientes condiciones:

a) Participan películas en video, de producción argentina. Films de ficción, documentales y experimentales, terminados con posterioridad al mes de noviembre de 2010.

b) Ser estreno en el territorio de la República Argentina.

c) No podrán ser exhibidas en otro ámbito que en el marco del Festival, hasta la finalización del mismo.

d) Las copias a proyectarse deben tener obligatoriamente subtítulos en inglés.

Un jurado otorgará como premio una ampliación de imagen a 35mm, debiendo hacer uso de la misma no más tarde del mes de octubre de 2012. Los ganadores del concurso se comprometen a incluir en los títulos de inicio del film y en toda su publicidad y material de prensa, la frase: “Ganador de la Competencia Argentina del 26º Festival Internacional de Cine de Mar del Plata”.

ARTÍCULO 9º
Competencia Argentina de cortometrajes.

Participan películas en 35mm o video de producción argentina, terminadas con posterioridad al mes de noviembre de 2010. Documental, ficción, experimental. Las copias a proyectarse deben obligatoriamente tener subtítulos en inglés. 

ARTÍCULO 10º
Competencia Latinoamericana de cortometrajes.

Participan películas en 35mm y video de producción latinoamericana, terminadas con posterioridad al mes de noviembre de 2010. Documental, ficción, experimental. Las copias a proyectarse deben obligatoriamente tener subtítulos en inglés. 

ARTÍCULO 11º
Work in Progress.

Pueden participar del Work in Progress, proyectos de largometraje de producción argentina. Se encuentra abierto a películas de ficción, documentales y experimentales. Para inscribirse es necesario enviar una edición en  DVD (sin límite de duración), teniendo en cuenta que si el trabajo quedase seleccionado, la duración del fragmento a exhibir durante el festival no puede superar los 10 (diez) minutos. Junto al DVD, presentar una carpeta con los siguientes datos:
a) Título del proyecto

b) Nombre y apellido del director

c) Nombre y apellido del productor

d) Datos de contacto del proyecto (teléfono, mail)

e) Información técnica (género, duración, formato de rodaje)

f) Sinopsis (máximo 1 página)

g) Tratamiento (entre 8 y 10 páginas). El guión no reemplaza al tratamiento y sólo debe ser enviado en caso de ser solicitado

H) Carta de intención del director sobre su proyecto

I) Biofilmografía del director y del productor

j) Estado de producción del proyecto

K) Una copia del dossier en versión electrónica, grabada en CD

No podrán participar del Work in Progress aquellos proyectos que estén vinculados con algún miembro de la organización o del Comité de Selección.

Un comité integrado por programadores del Festival, seleccionará los proyectos participantes.

Un jurado otorgará un premio consistente en una ampliación de imagen a 35mm, debiendo hacer uso del mismo no más tarde del mes de octubre de 2012.

El ganador del concurso se compromete a incluir en los títulos de inicio y en toda su publicidad y material de prensa, la frase: “Ganador del Work in Progress del 26º Festival Internacional de cine de Mar del Plata”; y a estrenarla en la edición 27º del Festival si la organización del mismo lo solicitara.

ARTÍCULO 12º
Si una película resulta seleccionada, el Festival notificará al aspirante (director, productor, distribuidor o agente de ventas), y este deberá remitir los materiales que se le solicitan en la Ficha de Inscripción a la brevedad. Estos materiales se utilizarán para el Catálogo, la Página Web, prensa, publicidad y difusión dentro del marco del Festival.

ARTÍCULO 13º
Una vez programada una película, no podrá ser retirada del Festival.

ARTÍCULO 14º
Los filmes programados -en cualquiera de las Secciones- no podrán ser estrenados comercialmente en el país hasta finalizado el Festival. Tampoco podrán ser exhibidas públicamente en otro ámbito que no sea el del marco del Festival, hasta la finalización del mismo.

ARTÍCULO 15º
Cada film podrá tener hasta cinco (5) proyecciones durante el Festival, incluyendo una adicional para la prensa, en caso de que así lo decida el Presidente del Festival a requerimiento de los críticos especializados.

ARTÍCULO 16º
Los filmes se presentarán en el idioma del país de origen, con subtítulos en castellano. Sólo el Presidente del Festival podrá decidir acerca de la presentación fuera de estas normas.

ARTÍCULO 17º 
Todos los filmes incluidos en las Competencias recibirán un Certificado de Participación.

ARTÍCULO 18º
El Presidente del Festival elegirá al presidente del Jurado y a sus integrantes. Sólo una tercera parte del Jurado podrá ser de nacionalidad argentina. El Presidente del Festival o su representante podrán estar presentes durante las deliberaciones del Jurado, pero no tomarán parte de las mismas ni tendrán voto alguno. Las decisiones se tomarán por mayoría absoluta en los dos primeros escrutinios y por mayoría relativa en los siguientes. No podrá ser jurado quien tenga cualquier tipo de interés en la producción o explotación de un film en concurso. Los miembros del Jurado se comprometen firmemente a no expresar públicamente sus opiniones respecto de los filmes sometidos a su consideración antes de la proclamación oficial de los premios.

ARTÍCULO 19º
Los títulos argentinos y latinoamericanos que resulten ganadores de las Competencias del Festival, tendrán un tratamiento destacado y una proyección especial para potenciales compradores internacionales, en el marco de “Ventana Sur, negocios de cine”.

ARTÍCULO 20º
a) Los productores y distribuidores de aquellos filmes que integran las Competencias se comprometen a incluir en toda su publicidad y material de prensa la frase "Selección Oficial del Festival Internacional de Cine de Mar del Plata", utilizando el logotipo del Festival. Este compromiso se aplica tanto a los estrenos comerciales en cinematógrafos como al lanzamiento comercial en DVD.

b) Los productores y distribuidores de aquellos filmes que obtengan premios se comprometen a destacar los mismos en toda su publicidad y material de prensa, utilizando el logotipo del Festival. Este compromiso se aplica tanto a los estrenos comerciales en cinematógrafos como al lanzamiento comercial en DVD

c) Este logotipo estará disponible en las oficinas del Festival.

d) Todo premio otorgado, que no sea recibido en la Ceremonia de Clausura, podrá ser retirado en las oficinas del Festival, en la Ciudad de Buenos Aires, hasta un mes de finalizado el evento.

ARTÍCULO 21º
La copia para proyección del film seleccionado tendrá que llegar a la dirección indicada en la Ficha de Inscripción antes del 14 de octubre de 2011.

ARTÍCULO 22º
El Festival cubre los costos de almacenaje y seguro de las copias mientras estén dentro de los límites oficiales del Festival. El Festival no asumirá gastos aduaneros de exportación e importación de las copias en su país de origen. En caso de deterioro de una copia o cualquier otro reclamo, este deberá llegar al Festival hasta un mes después de su recepción por parte del productor, como fecha límite. La responsabilidad del Festival no superará el costo de tiraje de una nueva copia, según las tarifas en vigor en los laboratorios para el tiraje de una copia standard.

ARTÍCULO 23º
El Presidente del Festival resolverá todo asunto no contemplado en el presente Reglamento. En caso de conflicto, la Dirección del Festival conserva su soberanía, ateniéndose al reglamento de la Fédération International des Associations des Producteurs de Films (FIAPF) en lo que respecta a las manifestaciones de cine internacionales.

ARTÍCULO 24º
La participación en el Festival Internacional de Cine de Mar del Plata implica por parte de los interesados la aceptación del presente Reglamento.

RULES
25th Mar del Plata International Film Festival
From 5th to 13st of November, 2011

ARTICLE 1
The National Institute of Cinema and Audiovisual Arts takes part with the Province of Buenos Aires and the Municipality of General Pueyrredón, and are responsible for the organization and development of the twenty-sixth edition of Mar del Plata International Film Festival. It is recognized by the Fédération International des Associations des Producteurs de Films (FIAPF) as “A” Category. The goals of this Festival, consistent with its international nature, are to present a substantial and assorted number of foreign feature films and welcome their corresponding delegates, and thus contribute to the progress of culture and world film industry and its promotion in Latin America. In addition, the Festival is intended to serve as a springboard for the local film industry, which after a history of over one century, is heading towards artistic and technical renewal.

ARTICLE 2
The 26th Mar del Plata International Film Festival will take place from 5th to 13st of November 2011, and will include the International Feature Films Competition, the Latin American Competitions, feature and short films, the Argentinean Competitions, feature and short films, Work in Progress; in addition to other different sidebar sections and retrospectives.

ARTICLE 3
The entry to the Festival is open for national and international films, feature, medium and short films; fiction, documentaries and experimental films. The productions must have been finished after the 1st of November, 2010.

ARTICLE 4
To submit your film to the Festival you are required to follow the process described below:

a) Fill out the Online Entry Form

b) Send your DVD to the following address:

c) All shipment, export and import expenses incurred in connection with the submission and participation of films shall be borne by the applicants.

d) No DVD copy submitted the Festival will be returned. The Registration closes on 31st August and the material must be submitted in person from 10 AM  to 7 PM or mailed to the Festival Offices:  Hipólito Yrigoyen 1225 - Piso 3 C1085ABO - Ciudad Autónoma de Buenos Aires.

ARTICLE 5
The Selection Committee will recommend the Festival President the films that, in the Committee’s opinion, are consistent with the purpose of the Festival and reflect artistic values of excellence and innovation, in order to form an Official Section that meets the standards of a Competitive Feature Film Festival accredited by the Fédération International des Associations des Producteurs de Films (FIAPF).

ARTICLE 6
International Competition.

The films submitted to the International Competition must be international and national feature films, documentaries and fiction. They must be Argentine Premiere and must have been produced from November 2010 onwards, in 35mm or HD. English subtitles are mandatory.  If a film has been exhibited at other Festivals -outside Argentinean Territory- prior to its selection for the Mar del Plata Festival, this will not prevent it from entering our Official Competition.

They will be granted the following awards: Best Feature Film, Best Director, Best Actress, Best Actor, Best Screenplay.

The Jury may grant a Jury’s Special Award and up to two special mentions, stating the reasons for its decision. Only one award ex–aequo may be given, except the Award to Best Feature Film. No film may receive more than two awards, nor may any award be declared void.

 

ARTICLE 7
Latin American Feature Films Competition.

The films submitted to the Selection Committee to participate in the Latin American Feature Films Competition, must meet the following conditions:

a) They must have been completed after November 2010 on 35mm or video.

b) They must be Argentine Premiere.

c) They may not be exhibited anywhere else until the end of the Festival.

d) The film copy to be projected must have English subtitles.

It will be granted the Award to the Best Film of the Latin American Competition.  The prize consists of three (3) copies in 35mm or its equivalent in money. Producers and distributors of the awarded film agree to include in all advertising and press material, the following legend: "Ventana Sur Award to Best Film of Latin American Competition. Mar del Plata International Film Festival," including also the Festival logotype.

ARTICLE 8
Argentine Feature Films on Video Competition.

The films submitted to the Selection Committee to participate in the Argentine Feature Films Competition must meet the following conditions:

a) They must be Argentine productions. Fiction, documentary and experimental films, completed after November 2010.

b) They must be Argentine premiere

c) The films cannot be exhibited anywhere other than the Mar del Plata International Film Festival theaters until the end of that Festival.

d) English subtitles are mandatory on the copy to be projected.

The Award to be granted by the Jury consists of one (1) transfer to 35mm to be used no later than October 2012. The winners agree to include in the opening credits of the film and all advertising and press material, the legend: "Best Film, Argentine Competition - 26th Mar del Plata International Film Festival."

ARTICLE 9
Argentine Short Films Competition.

Only films that meet the following conditions may be chosen for the Argentine Short Films Competition:

Argentine Films on 35mm or video.

Films produced after November 2010.

Documentary, fiction and experimental films.

The print to be shown must have English subtitles.

ARTICLE 10
Latin American Short Films Competition.

Only films that meet the following conditions may be chosen for the Latin American Short Films Competition:

Latin American productions on 35mm or video.

Films produced after November 2010

Documentary, fiction and experimental films.

The print to be shown must have English subtitles.

ARTICLE 11
Work in Progress.

Only film projects that meet the following conditions may be chosen for the Work in Progress:

Argentine Feature Film Projects.

Documentary, fiction and experimental.

To entry a project it is mandatory to send a edition on DVD (no limit duration), taking into account that if the project is selected, the edition to be screened at the Festival cannot exceed 10 minutes. Along with the DVD, it is required to send a dossier with the following data:

a) Project Title

b) Director’s full name

c) Producer’s full name

d) Contact information (Phone number, email address)

e) Technical information (genre, duration, format)

f) Synopsis (max. 1 page)

g) Treatment (8 to 10 pages). The script does not replace the treatment and it has only to be send if required)

h) Director’s letter of intent about the project

I) Director’s and producer’s biofilmography

J) Production state of the project

k) A digital copy of the dossier on CD

They may not participate in the Work in Progress projects that are linked with a member of the organization or the Selection Committee.

A Committee of Festival Programmers will select the participating projects.

The Jury will grant an Award consisting of a transfer to 35mm, to be used no later than October 2012. The winner agrees to include in the opening credits of the film and all advertising and press material, the legend: "Work in Progress Award- 26th Mar del Plata International Film Festival" and releasing it in the 27th Festival if the Festival Organization requests it.

ARTICLE 12
If a film is selected, the Festival will notify the candidate (director, producer, distributor or sales agent), who will be asked to send the materials requested in the Entry Form shortly. The materials will be used for the catalogue, the Website, press, advertising and promotion within the Festival.

ARTICLE 13
Once programmed, a film may not be withdrawn from the Festival.

ARTICLE 14
The programmed films, in any section, cannot be released commercially in Argentina until the end of the Festival. Nor can they be exhibited publicly anywhere other than the Mar del Plata International Film Festival theaters until the end of that Festival.

ARTICLE 15
Each film may be screened five (5) times at the Festival, and one additional time for the press, if the Festival President determines so by request of film critics.

ARTICLE 16
Films will be screened in the language of their countries of origin, with Spanish-language subtitles. Only the Festival President may decide to screen a film outside these rules.

ARTICLE 17
All the films that participate in the Official Section will receive a Certificate of Participation.

ARTICLE 18
The Festival President will choose the president of the Jury and the members of the Jury. Only one third of the Jury members may be Argentine nationals. The Festival President or his representative may be present during deliberations but won’t be able to take part of them or vote. Decisions shall be adopted by absolute majority in the first two polls and by a plurality of votes in subsequent polls. No person having an interest in the production or exploitation of a film in competition may be a juror. The members of the Jury firmly undertake to refrain from publicly expressing their opinions on the films submitted to them for consideration prior to the official announcement of the awards.

ARTICLE 19
Argentine and Latin American films that take part of the Festival Competitions will have a special treatment and a special screening for potencial buyers at “Ventana Sur, negocios de cine”.

ARTICLE 20
a) The producers and distributors of films in the Competitive Sections agree to include the legend “Official Selection, Mar del Plata International Film Festival”, using the Festival logotype, in all of their advertising and press material. This commitment applies to both movie theater commercial premieres and DVD or VHS commercial launchings.
b) Producers and distributors of films receiving awards agree to highlight them in all their advertising and press material, using the Festival logotype. This commitment applies to both movie theater commercial premiers and DVD or VHS commercial launchings.

c) The festival logotype will be available at the Festival offices.

d) Any granted award that is not received at the Closing Ceremony could be collected at the Festival office, in Buenos Aires, up to a month of that event.

ARTICLE 21
Copies of selected films must arrive to the address indicated in the Entry Form prior to October 14th, 2011.

ARTICLE 22
The Festival will bear the expense of storing and insuring the copies, as long as within the official limits of the Festival. The Festival will not bear customs expenses relating to the export and import of copies in the countries of origin. In case of deterioration of a copy, claims must be submitted to the Festival no later than a month following receipt by the producer. The responsibility of the Festival will not exceed the cost of a new copy, according to the price into force in laboratories of a standard copy.

ARTICLE 23
The Festival President will settle any matters not provided for in these Rules. In case of a dispute, the Festival’s Organization will keep its jurisdiction, and conform to the Fédération International des Associations des Producteurs de Films (FIAPF) as far as international film productions are concerned.

ARTICLE 24
Participation in the Mar del Plata International Film Festival will be deemed to constitute acceptance of these Rules.
