32nd MAR DEL PLATA INTERNATIONAL FILM FESTIVAL

From November 17th to November 26th, 2017

 

ARTICLE 1

The 32nd Festival is organized by the National Institute of Cinema and Audiovisual Arts, INCAA, and it is accredited by theFédération International des Associations des Producteurs de Films (FIAPF). The goal of the Festival, given its international nature, is to show a substantial and assorted number of foreign feature films and to welcome their corresponding delegates, thus contributing to the development of culture and international film industry and its promotion in Latin America. In addition, the Festival is intended to serve as a springboard for the local film industry that, after over a century, is heading towards artistic and technical renewal.

 

ARTICLE 2

The 32nd edition of the Mar del Plata International Film Festival will take place from November 17th to 26th, 2017, and it will include the International Feature Films Competition, the Latin American Competitions, feature and short films, the Argentine Competitions, feature and short films, and the Work In Progress section for Argentine productions, apart from different sidebar sections and retrospectives.

 

ARTICLE 3

Admission to the Festival is open for national and international films, feature, medium-length and short films; fictional, documentaries and experimental films. The productions should have been finished after Decemberr 1st, 2016.

 

ARTICLE 4

To submit your film to the Festival you are required to follow the below mentioned instructions:

 

a) Fill out the Online Entry Form

b) Send a film download link -up to 2GB- with password valid until the month of November 2017.

ARTICLE 5

The Selection Committee shall recommend the President of the Festival Features and Short films that, in their opinion, are consistent with the purpose of the Festival, referred to in Article 1, and reflect artistic values of excellence and innovation, in order to form a representative selection of the best worldwide production. Originality,  the expressive proposal, narrative effictiveness, poetic talent, besides the formal requirements that  the Festival has to reach as an accredited member of the Fédération International des Associations des Producteurs de Films (FIAPF).

 

ARTICLE 6

International Competition

 

The films submitted to the International Competition should be international and national feature films, documentaries and fictional. They should be Argentine Premiere and should have been produced after December, 2016. English subtitles are mandatory. If a film has been exhibited at other Festivals -outside Argentine Territory- prior to its selection for the Mar del Plata Festival, this shall not prevent it from entering our Official Competition.

The following awards shall be granted: Best Feature Film, Best Director, Best Actress, Best Actor and Best Screenplay. The Jury may grant a Jury’s Special Award and up to TWO (2) special mentions, stating the reasons for its decision. Only one ex–aequo award may be given, except the Award to Best Feature Film. No film may receive more than TWO (2) awards, nor may any award be declared void.

 

ARTICLE 7

Latin American Feature Films Competition

 

The films submitted to the Selection Committee to participate in the Latin American Feature Films Competition should meet the following conditions:

 

a) They should have been finished after December, 2016.

b) They should be Argentine Premiere.

c) They shouldn’t have had any sort of public exhibition in Argentina.

d) They cannot be exhibited anywhere else until the end of the Festival.

e) The copies to be screened should have English subtitles.

A jury will award the Best Feature Film of the Latin American Competition.

Best Feature Film: the prize consists of DOLLARS TWENTY-FIVE THOUSANDS (USD 25.000)

ARTICLE 8

Argentine Feature Films Competition

 

The films submitted to the Selection Committee to participate in the Argentine Feature Films Competition should meet the following conditions:

 

a) They should be Argentine productions. Fictional, documentary and experimental films, finished after December, 2016.

b) They should be Argentine Premiere.

c) They shouldn’t have had any sort of public exhibition in Argentina.

d) They cannot be exhibited anywhere else until the end of the Festival.

e) The copies to be screened should have English subtitles.

A jury will award ONE (1)  prize; Best Feature Film

Best Feature Film: the prize consists  of PESOS TWO-HUNDRED THOUSAND ($200.000), that will be granted by INCAA, National Institute of Cinema and Audiovisual Arts. 

ARTICLE 9

Argentine Short Films Competition

 

Only films that meet the following conditions may be chosen for the Argentine Short Films Competition:

 

1) Argentine productions.

2) Films produced after December, 2016.

3) Documentary, fictional and experimental films.

4) 15 minutes long maximum (including credits).

5) They should be Argentine Premiere.

6) They shouldn’t have had any sort of public exhibition in Argentina.

7) The copies to be screened should have English subtitles.

 A jury will award ONE (1) prize; Best Short Film.
Best Short Film: the prize consists of PESOS FIFTY THOUSAND ($50.000.-), that will be granted by INCAA, National Institute of Cinema and Audiovisual Arts. 

ARTICLE 10

Latin American Short Films Competition

 

Only films that meet the following conditions may be chosen for the Latin American Short Films Competition:

 

1) Latin American productions.

2) Films produced after December, 2016.

3) Documentary, fictional and experimental films.

4) 15 minutes long maximum (including credits).

5) They should be Argentine Premiere.

6) The copies to be screened should have English subtitles.

 

ARTICLE 11

Work In Progress

 

Only film projects that meet the following conditions may be chosen for the Work In Progress:

 

1) Argentine Feature Film Projects.

2) Documentary, fictional and experimental films.

 

To register a project it is mandatory to send a download link (no time limit), taking into account that if the project is selected, the edition to be screened at the Festival cannot be longer than 7 (seven) minutes. Also, you must attach a word document with the following data:

 

a) Project Title.

b) Director’s full name.

c) Producer’s full name.

d) Contact information (Phone number, email address)

e) Technical information (genre, duration, format)

f) Synopsis (max. 1 page)

g) Treatment (8 to 10 pages). The script does not replace the treatment and it should only be sent if required.

h) Director’s letter of intent regarding the project.

I) Director’s and producer’s biofilmography.

J) Production state of the project.

 

Projects linked with a member of the organization or the Selection Committee are not allowed to participate in the Work In Progress.

A Committee of Festival Programmers shall choose the participating projects.  
A Jury will grant the Award to the Best Project., that consists of PESOS SEVENTY FIVE THOUSAND ( $75.000.-). The prize will be granted by INCAA, National Institute of Cinema and Audiovisual Arts.


ARTICLE 12

If a film is selected, the Festival shall notify the candidate (director, producer, distributor or sales agent), who shall be asked to shortly send the materials requested in the Entry Form. The materials shall be used for the Catalogue, Website, press, advertising and promotion within the Festival.

 

ARTICLE 13

Once a film has been scheduled, it may not be withdrawn from the Festival.

 

ARTICLE 14

The scheduled films -in any section- cannot be released commercially in Argentina until the end of the Festival. Nor can they be screened publicly anywhere other than the Mar del Plata International Film Festival until the end of the Festival.

 

ARTICLE 15

Each film may be screened five (5) times during the Festival, including one additional screening for the press, if the President of the Festival determines it, by request of film critics.

 

ARTICLE 16

Films shall be screened in their native language, with electronic Spanish subtitles. Only the President of the Festival may decide to screen a film that does not abide by these rules.

 

ARTICLE 17

The President of the Festival shall elect the President and the members of the Jury. Only a third of the Jury members may be Argentine nationals. The President of the Festival or his representative may be present during Jury deliberations but shall not be able to take part in them or vote. Decisions shall be adopted by absolute majority in the first two counts and by relative majority in subsequent counts. No person having an interest in the production or exploitation of a film in competition may be a juror. Members of the Jury firmly undertake to refrain from publicly expressing their opinions on the films submitted to them for consideration prior to the official announcement of the awards.

 

ARTICLE 18

a) Producers and distributors of films in the Competitive Sections agree to include the legend "Official Selection, Mar del Plata International Film Festival”, using the Festival logotype, in all their advertising and press material. This applies to both movie theater commercial premieres and DVD commercial launchings.

b) Producers and distributors of films receiving awards agree to highlight them in all their advertising and press material, using the Festival logotype. This applies to both movie theater commercial premiers and DVD commercial launchings.

c) The festival logotype shall be available at the Festival offices.

d) Any granted award that is not received at the Closing Ceremony can be collected at the Festival offices in Buenos Aires, up to a month after that event.

 

ARTICLE 19

Projection copy of a selected film must be delivered in DCP format to the address indicated in the Entry Form before October 27, 2017, respecting the technical requirements requested. Other formats requires the authorization of the Festival.
We only accept DCP that complies with DCI standards.

  • We do not accept USB 2.0
  • The maximum bit rate supported in JPEG 2000 is 250Mbps. Frame rate supported: 2D 24fps, 25fps and 48fps - 3D 24fps. The material in 2K or 4K is played in progressive scan 2048 x1080. Subtitles file types supported: SMPTE 428-7-2007 and TICineCanvas ™.
  • Be sure the name of the DCP fits the parameters of the Digital Cinema Naming Convention. If a package has a different name from the known feature title, please inform us. • Each DCP hard drive must be sent in an appropriate packaging so as to prevent them from damaging during transport.
  • The storage partition format must be EXT2 or EXT3 file system. NTFS is also accepted. No other file systems are accepted.
  • KDM: Encryption is optional. The Festival regularly handles a large volume of DCP content that does not require a KDM.
  • For each encrypted DCP, we require a KDM (Key Delivery Message). The KDM must be valid from the day the DCP is received by the Festival and must stay operative until the end of the Festival.

ARTICLE 20

The Festival shall bear the expenses of storing and insuring the copies, as long as they are within the official limits of the Festival. The Festival shall not bear customs expenses relating to the export and import of copies in the countries of origin. In case of deterioration of a copy or any other claim, these should be submitted to the Festival no later than a month following receipt by the producer. The responsibility of the Festival shall not exceed the cost of a new copy, according to the price in force of a standard copy in laboratories.

ARTICLE 21

The President of the Festival shall settle any matters not provided for under these Regulations. In case of conflict, the Festival Direction shall maintain its jurisdiction, and conform to theFédération International des Associations des Producteurs de Films (FIAPF)regulations, as far as international film expressions are concerned.

 

ARTICLE 22

Participation in the Mar del Plata International Film Festival implies acceptance of the present Regulation by all parties concerned.
